dbmgui -4 communication error

Hi,
  I�m running dbmgui and trying to register a local database.I get a -4
communication error.
I am on windows and SQLSTUDIO/jdbc/odbc connectivity to the database is
fine. (i.e. xserver is running)
 
Does the xserver dbm port differ from the sql port??
How do I fix this? I tried a reinstall. I also tried using dbmgui from
other machines connecting to this database and had the same problem.
