Do you happen to have cygwin installed on this server? If so we've had the same problem, what you need to do is (if started) stop the cygwin sshd server, also we've found that in some cases you need to 'set PATH=' before starting SDBINST.exe or it will do the same thing.

Maybe someone else could look into this problem and see if theres some way to resolve it? I'm guessing theres some kind of conflict in libraries or something thats being triggered but I don't understand it enough to know how to fix it.
