No, you can always add new data (or log) volumes, but you can't
change their size.
In 7.6 it's possible to delete data volumes to reduce the total size
of the data area.

they're being used. If those 2 fill up will it automatically create a
3rd, or do I need to do that before it fills up?
the database uses all configured and created volumes in parallel. If
you have 10
volumes but only 2 fill up with data it's a bug.
3) We've got a development db that is at 66% currently using
5 of
the 10 volumes. If I have to add volumes manually when is a good time
to do so? 75%? 90%? I know it'll probably depend on how fast it's
filling up, but is there a good rule of thumb to follow?
allocation of data pages and I/O is faster on 'empty' volumes. But
this depends
on your usage scenario and physical disc configuration. But it
shouldn't be slower
with the maximum of volumes attached.
