The Event Dispatcher should not terminate when the database state is changed. The Event Dispatcher incorrectly detects a database crash (event DISPERR:CRASH), if you bring its database to OFFLINE and back to ONLINE (e.g. with db_offline and the db_online). The detection of a crash makes the Event Dispatcher terminate. This is fixed with build 19. As I wrote earlier, the incorrect detection of a database crash when doing a db_restart is fixed with build 21.
