It's in the fabfile. I would either briefly move the server in question to a network, install, then go back to the closed network.
The more likely scenario is that you can't move it. In that case, I would recommend a VM - install while on the network, then move to the closed network. It's an unfortunate reality that the net is so crucial to installations these days. Having lived for 12 months in an extremely low bandwidth area, there are many frustrations.
