If you are new to Python coding for Mayan EDMS might not be the best place to start, Mayan EDMS is a moderately big project with many "moving parts". Workflows and BPM engines are quite complicated too that is why none have been added to Mayan EDMS even though it is a highly requested feature. If you still wan to try your hand at starting this project you should fork the code from github (https://github.com/mayan-edms/mayan-edms) and create a branch (http://git-scm.com/book/en/Git-Branching-Basic-Branching-and-Merging) to isolate your changes from the main code.
I know of one company that added Workflows to Mayan EDMS (http://www.i-kno.net/technology/mayan) you can try contacting them and maybe save yourself the work.
