I see what you mean, but there is no relationship between the two. The registration is just an optional step so that an admin user can customize the organization to which the Mayan installations belongs to, it is completely optional. What you describe is sort of a sign up app. You can try making a Mayan app using http://django-registration.readthedocs.org/en/latest/ or https://github.com/pennersr/django-allauth as a base and add admin user moderation.
