I'm a backend developer not a front end dev/designer, I think it shows :) The templates are in dire need of updating, because aside of the UI/UX issues they are coded in ancient XHTML 1.0.
The web_theme app was removed and merged with the main app to make template overriding much easier (https://github.com/mayan-edms/mayan-edms/issues/56), that along with the general simplification of the templates are for the specific purpose of making an UI update an easier task.
