The current Folders exist, as far as I understand this correctly, entirely 
for the sake of the individual user's convenience, and are meant to help 
him/her sorting documents relevant to him/her in a bespoke way, with no 
reflection on other users whatsoever. (It makes therefore sense to give 
full folder permissions to even Viewers, only?)
However, a different kind of "Folder" may be very interesting: An 
institution may deal with different classes of documents, such as standard 
operating procedures, but also contracts. contracts should only be visible 
to the human resources department, whereas standard operating procedures 
will only be interesting for, say, the laboratory.
Therefore, this kind of "departmental folders" would involve permissions 
and a structure across the entirety of users and groups.
Does this make sense? How could this be implemented with the current tools?
