The command line bulk upload command was removed because it duplicated a 
lot of code found in other apps at a time where Mayan was less modular and 
more monolithic. The functionality of it also produced problems as it 
overlapped at least three other apps (documents, sources and metadata). 

There is now a complete organization in Gitlab to host apps and related 
projects for Mayan EDMS: https://gitlab.com/groups/mayan-edms

If you have a GitLab account I can create a sub project and help you 
develop a stand alone bulk uploader.
