Ideally I would prefer to tie this to a permission. The document view
permission already exists so it would need to be re-purposed and create a
new permission to "view" the documents basic data/properties and add a new
permission something like 'document images view'. Having two "view"
permissions could be confusing but it will be more in-line with how things
work already.
