It is affine, not linear. I.e you don't control the offset. If you want to set the scaling factor but not have an offset, you'll need to use the 'scale radius by absolute scalar' and scale the scalars that you pass in with the constant adjustment factor that you need. That's the only simple way I can see to achieve your needs.
