This sounds more like internal maypole constants clashing with
mod_perl constants when they escape.
I'd like to have the Maypole Handler return the correct mod_perl
status, as this feels like a bug rather than a feature.
FWIW, I've always thought that having ERROR and DECLINED be the same was
a bug. I don't remember that anybody knows why ERROR is -1.
