If I remember correctly it's buried in System.Diagnostics someplace. Try <http://msdn.microsoft.com/en-us/system.diagnostics.process.aspx> for starters. Although this may not be exactly what you are looking for :)
Another place to look is The Code Project. Try this <http://www.codeproject.com/KB/cpp/CPU_Load_Control.aspx>. Might give you some hints on where to get started.
