The thing is very easy.

We call Load to load the shortcut file. If that succeeds, we call Resolve. If 
that succeeds, we call GetPath. If that finally succeeds, the return true.
I don't think there is a way to get the behavior you describe.

Sure, that is always possible. Especially as we had updated that part to fully 
support unicode some time ago.

Can you test with 11.2 plugins?
