May I ask why you had a problem? I can't check at the moment, but I believe when I do a 11pt font on a PopupMenu, it responds just fine without any intervention. It displays the font fine and resizes the PopupMenu. (I could be wrong, but I recently refactored my app with explicit 11pt System fonts.)
