This image would take 2.7 GB and probably there is no way to get this big 
memory in one chunk.
It may be possible to improve it by allocating a block of memory per row 
instead.
But still you can't do much with such a large picture as you'd need also memory 
to read/write the tiff.

If you use the virtual memory option with a file for backlog, you can allocate 
that.
