Whatever it is is not related to the plugin, if I use the XOJO example code for full-screen, I get the same effect. If I make a vanilla app, it works fine. Something in my app is screwing the toolbar background in Cocoa. If I build Carbon, it is fine! (other issues tho!).
I need to recreate it in a smaller app and submit to Xojo. So, not related to MBS.
