No - see the example.  It must be configured as a Class with the Action Event 
added.

Non-applicable.  This is for Windows systems only.

That should be a big change because tests using Christian’s example show an 10x 
improvement in granularity.  I was actually able to get down to 1ms on Windows 
7 and Windows 8.

I was running into some serious issues with Xojo Timers on Windows and he dug 
in a determined how to use the high precision timers.
