yes, it seems to be a post command sop I think you should examples such as 
CURLS post form or CURLS post form values,

in a post command ( but I imagine you know it ) the parameters are separated by 
&,

so the string you pass after -d are the various parameters

in the CURLS post form values there is an example passing parameters…

dim d as UploadCURL

UploadCURL is a subclass of CURLSMBS

it have a list of options, I.E I think the property d.OptionVerbose = True is 
linked to the -s curl option….

then you set all the form inputs using 

d.FormAdd(CURLFORM_COPYNAME,"firma", CURLFORM_COPYCONTENTS, "Test, Inc.”)

in your case you should substitute them with the parameters such as  
USER,PWD,SIGNATURE, etc.

then you finish the form
  d.FormFinish

then you send the request
  e=d.Perform

then you should handle what returns from the web pagem, and str(e) should 
contain the returning data 

sorry for the confused answer but again, never used CURLSMBS this way…
