The section on SVN Accounts is what you need to register an SVN account, if you want to contribute your changes back to the source then you will need an account, if you wish to just take a look at the source code then you can do so with the need to register.
 
I would very much welcome your contributions but be aware that the Xml data sourec attribute does not have a complete set of unit tests and it really needs these, if you need to change any existing code then thats something we need (and again I welcome contributions to complete this).
