I don't see anything wrong at first sight. Have you tried to enable log4net internal debugging? That helped me a lot to get it running when I started with it. See "How do I enable log4net internal debugging?" here: http://logging.apache.org/log4net/release/faq.html. I'd also try using different appenders. If you still can't make it work, send the smallest piece of compiling code and I'll take a look at it.
