I am seeing this exception as well on a Windows Server 2008 box. I am not administrating the box so I am not sure what account TeamCity is running under but I assume it is the local system account.
If I run my build script locally - i.e. directly from a batch file - on my Vista development box I have no problems. The obvious difference is that Gallio has been installed on the local machine.
