Hmm. That's an interesting observation. If there is an inconsistency it certainly isn't going to be by design.
Are you sure it really is running in isolated process mode in MSBuild? That is the default. I just double-checked the code. The command-line arguments for MSBuild are a little weird. MSBuild doesn't have a /r argument to my knowledge.
