The core problem is that the national console layouts are inconsistent, and the most widely used US layout is inconsistent with the kernel's hardwired default. This needs to be fixed first (volunteers welcome!!!). Once all these keymaps are consistent, fixing mc would be a piece of cake. Until then, fixing mc is impossible. e.
