It can be solved without modifying mc. Just use the option "quiet" in your /etc/fstab 
for your vfat partition, for example:

/dev/hda1 /mnt/windows vfat showexec,umask=0,quiet 0 0

Reboot and you will not get any file permission errors on this partition.

BTW the option "showexec" removes the annoying executable bit on all files on the vfat 
partition. (Works for me on Madrake 8.2.)
