*Business Analyst*

In 2013 the first phase of the Environmental Health Data System project
(EHDSI), ODH implemented a Contractor-hosted, COTS solution, centralized
web-based data system for the regulatory program users that issue licenses,
certifications and permits through routine operations, and for public user
access (i.e., customers and public). The system enables monitoring and
routing of customer records, reporting, and communicating between all
involved regulatory parties and their customers via standardized common
data sets and functionality.
Environmental Health has started phase 2 of which ODH needs a BA for 100
hours to collect and document requirements and common data elements from
Local Health Departments and State staff. THe requirements are to capture
common data fields for new facility licensing application forms for
modules Water and Sewage, 2) Tattoo and Body Piercing, 3) School and Env.
Health, 3) Rabies and 4) Resident Camps.
The first project the Business Analyst...
* Must have excellent written and effective communication
skills that will interact with individuals in a wide range of positions and
roles across organizations.
* Show proven ability to work with large groups of people and
act as a liaison between BEH Programs, stakeholders and partners.
* Show proven ability to work with various types of customers
internal to the organization and external (i.e. Programs within a Bureau,
stakeholders and partners) to gather, analyze and define user data needs
and requirements.
* Understand relational databases and be able to recommend data
collection schemas and migration requirements.
* Familiar with creating high level "context" diagrams that
will identify inputs, processing steps and outputs.
* Experience in formulating BA documents such as Business
requirements, Functional Requirements, Use Cases, User (stakeholder)
requirements, report specifications, work-flow diagrams, data flow diagrams
etc.
After the 100 hour assignment is complete, the BA will be placed on an
Agile Scrum Prevention Project.. Some of the duties will be:
Role Description:
1) All roles specified in BA1, BA2 plus additional work experience and
job knowledge.
2) Helps Product Owner by adequately representing requirements, needs and
desires for product to the development team.
3) Work with Product Owner to maintain and prioritize the product backlog
a. Help the product owner identify the high
level features/user stories that are in the product backlog
b. Help the product owner apply business value
to the user stories
c. Help the product owner order the user
stories (in TFS) according to priority
d. Maintain TFS product backlog accordingly
2. Stay an Iteration ahead.
a. Coordinate with the product owner and the
stakeholders to identify the user stories for the next iteration
backlog (as team agreed, invite 1 developer/rotate each developer)
b. Coordinate with the developers any input to
the iteration backlog as specified by product owner
c. Add to TFS any technical user story that is
the result of the meeting with the developers regarding the iteration
backlog
d. Gather and documents the requirements
(Business requirements, data mapping, screen mockups etc.) and acceptance
criteria for those user stories. Document the description of the user story
and if the documentation is too large, create a document(s) that is
attached to the appropriate user story and reference the work item in the
document.
3. Support the development team for the current iteration (BA related
support)
4. Work with the Tester to verify the requirements and the acceptance
criteria have the proper/sufficient test cases
5. Work with developers for amigo review from a BA perspective, if
applicable
6. Verify the testing against requirements and acceptance criteria before
UAT
7. Lead support UAT

Preferred Education:
4 year college degree or equivalent and IIBA-certified Business Analyst.
