One way is to have the form online that stores the data (preferably encrypted) into a database. And then an e-mail is sent to your department who handles the cash. They then click the link to go to a secure SSL site which they can then download the CC numbers and names, etc. then charge them in-house. A shredder should be nearby to make sure those numbers aren't left lying around.
It's certainly less secure than Pay Pal or an online processor but it's cheaper too. The key is the secure website, if you don't do it securely, it doesn't help anyone.
