Just guessing, but I would think that any kiosk software that has an idle-out should be able to reset to a defined home page after an idle period of X minutes. Here are some that I've used:
KioWare Lite (http://www.kioware.com) -- this is an add-on to IE OpenKiosk (http://www.mozdevgroup.com/products/openkiosk.html) -- this is open source software, a Firefox plug-in, developed and maintained by Brooklyn Museum. KioWare is pretty cheap and runs under IE, so may be easier to adopt.
