We are a very small historical society and museum. We have been using a photo cataloging program called iView Media Pro (now owned by Microsoft and called "Microsoft Expression Media"). We purchased it from TechSoup -- along with an entire suite of Microsoft software -- for $160. It allows great flexibility in searching for individual items (it's not limited to photographs) and creating catalogs on the fly. The catalogs can easily be uploaded to the Web.
