I'd suggest that you take the following steps as you identify what you
intend to do:

- consider the platform that your web-server uses. That may help to
narrow the field on what applications you can use. Different server-side
technologies have different costs associated with them.
- make a list of all the features that you want to have available to
your patrons. Whether you implement them now, or later, it's best to
choose a product that can expand with your needs quickly, without hiring
a team of developers to fix it.

Please let me know when you finish and launch your site - It's a project
I'd like to really see.
