We're not doing any bilingual pages yet so I can't comment on that, but Drupal comes from the Netherlands and is popular all over Europe, so I have to expect that they can handle it well. It isn't easy, but what is? The code is free and there are lots of freelance developers that can work with it, so you're not chained to a particular consultant or company that are the only ones who can support you.
