I have a DSL and a T1 through a single Cisco router to a single ISP. If either circuit fails, all traffic goes over the other circuit. If both circuits are up, low priority traffic goes over the DSL and high priority traffic the T1. Works well for us. I use a local company here in Tennessee called the Nexus Group.
