Also look at www.cthistoryonline.org - not everything is in the jp2 format, but it is used for a lot of the maps, bird's eye views and larger broadsides, and has worked very well.

In the last year or so, some developers at the Los Alamos National Laboratory have done some great work to develop an apache tomcat JPEG-2000 module. It's free and open source, and a number of institutions have begun using in a production environment.
