Matt, Another potential option is the MetaArchive Cooperative <http://metaarchive.org/>, which is a distributed digital preservation network. I can vouch for it as my institution (Boston College) has been a member for many years. The storage fee is $0.60/GB/year and the membership fee is $3,000, so relative to comparable solutions, it's a bargain if you have large amount of data to store.
For collections with less data, though, it would definitely be more cost effective to go with Glen's suggestion of using Glacier + another storage system for access and do the actual digital preservation yourself. With that approach, I would recommend using free, open-source tools like BitCurator <http://www.bitcurator.net/>, Fixity <https://www.avpreserve.com/tools/fixity/>, ACE <https://wiki.umiacs.umd.edu/adapt/index.php/Ace:Main>, and so forth for the preservation side of things.
