At the top of the filter settings window, check that you have it set to both 'Mail'
and
'any', re the last, this could be the cause of your problem.
Or; and I haven't tried this, I'm not sure if the filter system takes notice of any
spaces before or after the search string, so it maybe worth a look,
because ' linux-apus??' may not be recognised if '<linux-apus??' arrives, but
'linux-apus??' should.
Just a suggestion, if your looking for the same piece of text in two of the headers,
why not set the filter to 'Any Header', then you need only have one argument.
