It would be impossible for the R90 to actually spin the disc slower.
If it did, it would not have enought headway to fill the buffer and play
music. What it does, is slowly spin up the disc (smooth
acceleration) instead of starting it of at full speed. That saves
battery juice. So what you are really waiting for is the disc to get
up to full speed.
