i am the one who earlier complained of this static in the recording ,
recently i have noticed the same 'background' static in the same songs 
played back directly from the discman. this leads me to believe that this 
must be caused either by the discman as brian mentioned, or by my headphones 
(i have Sony MDR-G72 'street style' headphones). however this static only 
becomes noticeable so far on the new 'third eye blind' cd. maybe the 
producers for 3eb have a terrible mastering process! :)
