Yes this is true, but on cassete and CD Walkman units the volume can be
pretty huge. My old D-66 was pretty loud (good old tank of a player) and so
is my new DEJ815...although the sound is so bad at those volumes (esspecialy
with Sony pack-in earbuds/headphones) that I can't imagine wanting to listen
at too high of a volume.
Also, I'm pretty sure that AVLS was created, for the most part, as legal
protection from law suits steaming from people loosing thier hearing, or
claiming they have, from Walkman overuse. Same goes for the disclaimers they
pack in with just about everything Sony sells.
Parents in particular hate to see thier kids "in thier own world" when
listning to thier headphones, and would love to use hearing loss as an
excuse to limit this. This probably goes double in Japan where parents seem
to be more concerned about whether or not their kids are doing well in
school, with friends, ect and not turning into introverted freaks with bad
hearing.

"Let me explain a couple of things. Time is short. That's the
first thing. For the weasel, Time is a weasel. For the hero,
Time is heroic. For the whore, Time is just another trick.
If you're gentle, your Time is gentle. If you're in a hurry,
Time flies. Time is a servant, if you are its master. Time
is your god, if you are its dog. We are the creators of Time,
the victims of Time, and the killers of Time. Time is timeless.
That's the second thing. You are the clock, Cassiel."
