While it would be nice (if you had a machine powerful enough
to do it--and, to be honest, for something like this you'd need
a truly god-almighty rig), no applications work that way.  You
have to

1.  Record whatever video source you're trying to record,
2.  convert the recorded movie file into Video CD format,
  if the capture application you're using can't do it on its own
  (I think only Adobe Premiere can do that), and finally
3.  burn the converted file to disc as a Video CD

Capturing material to HD, traditionally, is difficult enough on
its own.  Assuming there was an application that would let
you do it, you probably still don't want to try to burden your
PC by capturing AND trying to burn material at the same
time.  The results would be...ugly.  :)
