There shouldn't be any user-settable configuration option to make an MD recorder stop saving TOCs. (OK, most machines have a procedure to prevent saving the current TOC, but no set-it-and-forget-it way to preclude saving any TOCs at all.) If the problem arose because the user got into service mode and changed something that (s)he can't change back, then I'd call the machine "broken," not "misconfigured," because it will still need a trip to a repair shop. As long as it isn't working, it makes no difference to the user whether the technician will need to open the unit's case or not.
