I don't know what the heck it is; it's whatever piece of junk came with the computer when I bought it back in 1998. Changing cards or things inside the case is out of the question for me (that's why the CD burner and the backup hard drive that I added are externals that occupy the two USB ports instead of internal models), so I've never considered upgrading the soundcard. Maybe someone near me has such a program, and I could bring the .exe on floppy and a CDRW (or my external hard drive) to copy the .wav to.
