yes it's there so that you can install xp until april of next year :P the link below shows the process of creating a *build and capture TS*, note the you cannot select a* legacy installer* as part of that process like you could in the RTM release, in order to add *setup.exe* you'd have to open the finished task sequence, and edit the *apply operating system* step to point to the installer
