You can purchase Windows Embedded Industry 8.1 as part of a volume purchase agreement, so no, it's not OEM only. But the question around Windows Thin PC is a different one. I don't really see Windows Embedded Industry 8.1 as a replacement (and it's certainly not free :)). I'm unaware of any current plans to release an updated Windows Thin PC.
