Ahh, yes it is. Slightly different reason then: a cmd will automatically 
execute in the command-shell because of its file association and thus still no 
need to specify cmd /c.

Winrm is a cmd file that wraps a VBscript (winrm.vbs), and is not in the 
portable executable format. But your point still stands.

Is anyone enabling WinRM in a task sequence? I am trying on Win 7 x64 and the 
step in the task sequence reports it is failing. I am just running the command
