Short answer: Yes, Or install the older Windows 8.0 ADK when using MDT 2012
Update 1.

MDT 2012 Update 1 looks in the following registry location to find out where
ADK is installed: "HKLM:Software\Microsoft\Windows Kits\Installed
Roots\KitsRoot"

Of course for the Windows 8.1 ADK, that registry location has changed, so
even though the Windows 8.1 ADK might work with MDT 2012 Update 1, it also
means that no one has ever tested it. I would recommend downgrading to
Windows 8.0 ADK, or upgrading to MDT 2013.

Is MDT 2013 required to use the 8.1 ADK?
