You can configure clients to update from a fileshare via group policy.  To my 
knowledge they have not updated the group policy administrative templates for 
2012, but the 2010 ones still work.  You can download them here and create 
Forefront policies without SCCM.

Here's an overview of management done in 2010, but I believe 2012 works the 
same way.  There's isn't much documentation that states that, but my testing 
has worked up to this point and I haven't found anything specific to 2012.  
There's a group policy administrative template setting called "Define file 
shares for downloading definition updates", but I've never tried it.

I have created an image, and now have the powers that be asking me to disable 
Windows Update, because the updates could disrupt production business and cause 
a halt.  The problem is, these systems are in moving vehicles that do not 
connect directly back to our network and do not have the SCCM client on them 
(before you ask, they will not have the client on them)

So that I can make an argument either way, can someone tell me then back up via 
online verbiage that this is or is not the case
