FYI, finally got it working. Was just permissions in the SCOrch_users group on the server.

The built-in MDT step makes the same web service calls as scojobrunner.exe (which is a .NET executable, so it would need the .NET Framework in Windows PE to use). So if one fails, the other should too :) As Keith mentioned, the ZTIExecuteRunbook.log (or BDD.LOG) would be helpful for troubleshooting.
