I have the Dell WinPE 5 drivers injected in the boot images; however, I actually stumbled across the solution this afternoon. I believe it was twofold:
1. Injecting the KMDF 1.11 update during the TS 2. Switching the SATA mode in the BIOS from RAID to AHCI. After those two changes, what took 45 minutes now takes 10.
