There are about a dozen scenarios where this can happen. SMSTS.log would
help.

 

Is this happening during WinPE or before WinPE boot? 

What is the OS (old and new)?

How was the local disk partitioned? GPT/MBR?

Do you have the correct storage drivers present on WinPE?

Is this machine a desktop or server? WAIK or ADK?

Do you see the disk in question in diskpart within WinPE?

Specifically what does it say: diskpart --> list disk --> sel disk 0 -->
detail disk --> exit

Which partition is marked as active?

What does "BCDEdit /store <Drive>:\boot\bcd /enum all /v" say?

Have you ever used 3rd party encryption software on this machine?

When I attempt to image a machine with SCCM 2012 I'm getting some errors I
have never seen before in the SMSTS.log file. "Unable to find a partition on
the system disk that can be set as active. Failed to prepare the system
partition for staging. Element not found. Failed to stage WinPE."

Has anyone encountered these errors before?
